$getDSTEndRule returns a STRING that describes how to compute when Daylight Savings Time (DST) ends each year. The format of the rule STRING is:
monthName weekdayName occurrence timeOfDay
or:
monthName dateOfMonth timeOfDay
e.g.:
October Sunday 5 2:00
meaning the last Sunday in October at 2:00 a.m., which describes the rule in effect since 8 July 1986 in those parts of the United States that observe DST. wasSet is set to the value of $timeSubcommandsSet. The value of the DST end rule is set by $setDSTEndRule or by the MAINEX subcommand DSTENDRULE.
