36.8. $getDSTOffset

$getDSTOffset returns the difference in seconds between Daylight Savings Time (DST) and local time. This difference is 3600L in the areas of the United States that observe DST and 0L in areas that do not observe DST; in some places outside the United States, a different value may be appropriate. wasSet is set to the value of $timeSubcommandsSet. The value of the DST offset is set by $setDSTOffset or by the MAINEX subcommand DSTOFFSET.
