$setDSTOffset tells the runtime system the difference in seconds between Daylight Savings Time (DST) and local time. This difference is 3600L in the areas of the United States that observe DST and 0L in areas that do not observe DST; in some places outside the United States, a different value may be appropriate. The value of the DST offset may be examined by $getDSTOffset or by the MAINEX subcommand DSTOFFSET. MAINSAIL's time-zone-related facilities are described in more detail in Section 24.2 and in the description of MAINEX in Chapter 21 of the MAINSAIL Utilities User's Guide.
After a call to $setDSTOffset, $timeSubcommandsSet becomes TRUE.
