$twoYearDigits is a bit that specifies that only the last two digits of a year are to be included in the output of the PROCEDURE to which it is passed. It may be passed to $dateToStr and $dateAndTimeToStr.
It is inadvisable to use $twoYearDigits if the resulting STRING will be stored somewhere; two-digits years are inherently ambiguous, and with the passage of time, it may no longer be clear which century was intended.
